At this mileage, the Camry is one of the few cars where 195k is not automatically a dealbreaker. These run to 250-300k regularly with proper maintenance.
The one thing you need to check first: is it the 4-cylinder or the V6? The 2009 2.4L four-cylinder has a known oil consumption issue — faulty piston rings that can burn a quart every 1,000 miles. The V6 does not have this problem. Ask the seller directly.
On the price: $3,999 is at the top of market for this mileage. Get a pre-purchase inspection ($150 at any Toyota mechanic) and negotiate down based on what they find.
Budget reality: do not spend your whole $4k on the purchase. Keep $1,500-2,000 aside for suspension, brakes, and fluids — standard stuff for any high-mileage car.
Bottom line: solid 3-5 year car if the oil consumption checks out and the inspection comes back clean. If not, walk away. There are plenty of other Camrys.
